- Dishonest Commisioners of Jefferson CountyI Recently spoke to Commissioner Smooth and Bowman about Patient 1st in which it is a Medicaid program for the poor. There are three target programs: patient 1st, plan 1st and the waiver programs for the elderly and disable. these three program are can be found in every clinic in the state of Alabama except Jefferson and Possibly Mobile, these counties has the highest rate of STD and among the highest in the nation. This is because Jefferson County has a Health System that is contrary to the interest of serving the poor. The Jefferson County Health System is ran by Doctors, who has no interest in serving the Bessemer, Fairfield and Birmingham Community. I would like to make it public so that the community can benefit and work to change the system. I have the manual for patient 1st and would like to share it with anyone who wants to know more about what is happening in our community. My phone # is 424-3139.
