Dr. Shelia Smoot, J.D. In public service Shelia Smoot served eight years as a Jefferson County Commissioner. In public service she has worn many hats. She was elected as the first African American and youngest person to sit on the states largest County Commission. She also served as The National Association of Black County Officials President.
